Each system role is color coded so that it is easy to see who is responsible for each role:

Intended Workflow for the Digital Compliance System

Step A | Login the Django Backend
Step B | Login to the Digital compliance dashboard
Step 1 | Create Organizations (add National, Provinces and Municipalities).
Step 2 | Add users to the system at the different levels (assign members to organizations)
Step 3 | Create new form/ edit a current form (to be shared with Provinces)
Step 4 | Set completion dates and share form
Step 5 | Send a reminder to Provincial Admins
Step 5 | Receive the form at a Provincial level
Step 6 | Share form with municipalities (within their Province).
Step 7 | Send reminders to their municipalities about form completion
Step 7 | Receive compliance form within the municipalities and add contributors to the system.
Step 8 | Contributors and Admins can answer questions (but only the municipal admin will submit the form).
Step 9 | Provinces to view the reports submitted (by Province)
Step 10 | National to view the reports submitted (by National)
