# Course introduction

Welcome to **An introduction to procurement literacy**. This course is designed for any one who wants to learn more about the process of public procurement in South Africa.&#x20;

It is meant to be particularly useful for civil servants, civil society organisations, journalists and active citizens who want to understand the steps that the purchase of goods and services by government and state owned entities (SOEs) must go through to be lawful.

In particular, the course should help you to understand how to use the **data generated** by the procurement process to provide oversight and accountability monitoring, by applying analytical techniques to tender and award data. As such, it is best read alongside our other courses in **data literacy** and the **data storytelling pipeline**.
